You can do one a quarter and make a day out of it. Perhaps no one is allowed to work on this day however, they do need to come in to listen and you can provide snacks and sodas for them to enjoy.
You can also have regular tests done. This can be part of your policy that you can do this even without notice. This will urge staff not to try it. Even if they do use these substances, they shouldn t do it at work or just before work because it will affect their productivity. To know that you may conduct tests, it will keep them away from it when they are around the work environment.
If you know of other businesses who have the same agreements in place, it is not a bad idea to meet with them and ask them how they went about it and what they are currently doing. This will give you great context and also motivate you to carry through with your plans. You can also provide them with your ideas and ask them what they think about it. They may have already implemented it.
